It depends, if you are looking for something special you want to buy, I would say the earlier is the better (before 8 maybe), if it is just to walk around I would advise anyway the morning before 9. Around 11 it is getting crowded if I remember well.

I am devastated
to read about the Sekido Bashi Flea Market two days too late. I've been trying to find this type of
event ever since I got here in September.
I'm dying to get on the road, but as
I am a poor research student living in Tokyo, I have limited funds. So, I was wondering- do you have
any advice on how I can procure a used bicycle? Ideally, I would love to join the single-speed/fixie
craze, but understand that as it's in full boom I probably won't find any steals. Maybe a used
high quality road bike would work? Fuji, Miyata or Nishiki?

Thanks for your comment, too bad you read my blog too late ;-) Indeed, fixies are not cheap... But,
you can find pist bike frames at prices starting at around 30000 yen (I've seen some yesterday in a
shop near Yoyogi station) but then I don't know what is your budget...
You have
also the option to buy a second hand fuji for example, I guess it's possible to find some at less
than 40000 yen (full mounted bike this time ). But if your budget is about 15000/20000 yen...it will
be tuffer.
Moreover one paramater is important : your height... for example I am
182 cm tall and use 56cm frames... Pist bike with that size are less numerous and then more
expensive (often) :/
